The trick with tight radius paper bead is that the paper holds moisture differently on the inside of the curve versus the outside, so you get uneven drying even if you wet it the same all around. Your foreman might not be wrong about wetting it more, but the real fix is to pre-bend the bead past the radius you need before you mud it in place. That way the paper isn't fighting the curve while the mud sets, and you won't get those bubbles popping up along the edge.
