Wait a full month just to check one quote? That's insane. I can't even imagine how many dead ends and weird sources you had to dig through. Those murals are a rabbit hole all by themselves without adding some secret government source into the mix. Honestly, that kind of effort makes me believe the quote is probably fake, because if it was real it wouldn't be that hard to pin down. The internet is a mess for this stuff.
