Our tool library's new sign-out sheet is causing more problems than it solves

I tried to grab a circular saw for a weekend project and got stuck in red tape. Now I'm debating if sharing tools is even worth the hassle.

Yeah I was totally on board with the whole sharing economy idea at first. But after the third time I had to wait 48 hours for "approval" just to borrow a cordless drill, I gave up. The whole point was supposed to be spontaneous weekend projects, not planning a tool loan like it's a bank appointment. Ended up just buying a basic saw myself, which kinda defeats the whole purpose of sharing to save money and stuff.
