Three full weeks does sound like a lot. I mean, unless it was some huge deal, maybe the process was just overly complicated. Could be they got stuck on small stuff that didn't really matter.

Totally, it's like they get lost in the weeds. Seen it happen where a team spends days picking a font or arguing about the exact shade of blue for a button, while the whole login page is broken. That kind of tiny detail stuff can eat up so much time for zero real gain.
