Honestly, I put a new aftermarket turbo on a 5.9 Cummins and it started making this weird whistle at idle. Never heard that before.

Check your boost lines for a small leak, that whistle is usually air getting sucked in somewhere.

My buddy's car did that exact whistle thing, was a cracked hose.
