Why did the solar co-op in Grand Rapids skip the parking lots?

I drove through Grand Rapids last month and noticed every big box store lot is completely open with no shade structures, but the co-op pushed all its panels onto new rooftop installs. The county assessor told me the tax break on a covered lot would cut the payback period to 9 years instead of 14, and it would cool cars plus keep snow off in winter. Anyone here fought for parking canopy projects with their local utility?
