Just found out the city of Atlanta charges businesses $500+ just for a sidewalk cafe permit

I was looking into opening a tiny coffee stand with a couple tables outside, and I figured the permit would be like $50 maybe. Nope. Called the city office yesterday and they said it's $525 up front plus annual renewal fees. That seems insane for a few chairs on concrete. Has anyone else dealt with this and found a workaround?
