Our tool library lost a drill press because nobody logged it out

Last Tuesday I opened the shed and the 3/4 hp drill press from the Delta corner is just gone, and nobody in our 40-person group owns up to taking it. How do we get people to actually use the sign-out sheet when the honor system keeps failing?
