Checked out the new library in Springfield and the trim work is a real problem

I was at the new public library branch on Maple Street yesterday and the quarter round along the main reading room floor is already pulling away. The gaps are about an eighth of an inch in some spots, and it looks like they used a cheap adhesive instead of pinning it. Has anyone else seen this happen with a public project recently?

Ugh, that's brutal. I tried to DIY some quarter round once and it looked about the same. They definitely cheaped out on the install.
