I finally chose to fish a new line instead of trying to salvage the old one in a crawlspace full of rodent nests.

Spent 45 minutes wrestling with chewed-up RG6 that kept failing my meter, so I ran a fresh drop from the pole and billed for the extra 150 feet of cable, but now I'm wondering if anyone has a better method for convincing homeowners they need a full repull when the old stuff is clearly toast.

Yeah, billing for the extra cable is the right move. I just show them the chewed section and the meter reading, that usually ends the debate.
