Ugh, that's the worst. We started logging every single last-minute change in a shared spreadsheet, like @baker.willow said. Tracked the date, who asked, and how much extra time it burned. After a month, we showed our boss the total hours wasted. It got us a firm rule that nothing new gets added after 3 PM on Thursdays.

Had the same problem with my old team. We started making a simple tracking doc showing exactly how many hours of rework each last-minute change caused. The numbers were ugly enough that our manager finally pushed back on the approval side. It didn't fix everything, but it forced them to give us timelines a day earlier, which was huge.
