My herb tower toppled in a windstorm last Tuesday

I had this three tier PVC pipe herb tower on my balcony in Portland, loaded with basil and mint, and a gust ripped it off its hook around 5 PM. It smashed two pots and scattered soil everywhere, so I spent an hour rebuilding it with a heavier base and zip ties to the railing. Anyone else had luck anchoring tall planters without turning their whole balcony into an eyesore?
