Vent: My question at a town hall meeting got a totally different answer than I expected

I was at our local town hall in Springfield last month asking about the new park cleanup schedule. I specifically asked if volunteers could get gloves and bags from the city. The council member said yes, but then added that we'd need to fill out a liability form and get it notarized first. Who has time for that just to pick up litter? Now I'm wondering if it's even worth organizing a group. Has anyone else run into weird red tape like this when trying to do something simple?

Did you ask them why the notary is needed? That seems like overkill for a park cleanup. I'd want to know if that's a new rule or if it's always been buried in the fine print somewhere.

Honestly @the_phoenix has a point about asking why, because maybe they're worried about someone suing if they get a splinter. That's the kind of fear that makes simple things HARD.
