Found a live 110V splice in a nursing home ceiling, panicked a little

Last Tuesday I was swapping out an old motion detector at a facility over on 42nd and Maple, and when I pulled the cover off the ceiling tile I saw bare wires twisted together with electrical tape, no box, no strain relief. Someone left that from an install 10 years ago, and it was sitting right above a resident's bed. I shut the breaker, fixed it with a proper junction box, and told the maintenance guy what I found. Has anyone else run into scary stuff hidden behind drop ceilings on service calls, and do you report it to the property owner or just fix it quietly?

I mean, I get the instinct to just fix it and move on, but idk, that feels like the wrong call here. If it's a nursing home, that's someone's grandma sleeping under that splice, and covering it up quietly just lets the next guy find the same mess in ten years.
