I started keeping a log after the fourth time because I thought I was losing it. Eleven knocks since March, and every single one landed between 3:15 and 3:20am, which is way too close to be random. He never says anything when I open up, just stands there in a hoodie asking if I "heard it too," then walks back across the street. Last Tuesday I asked him what "it" was and he pointed at my roof and said "the humming, it moved to your place." I called the non emergency line and the officer said they had already been out to his house twice this year for the same thing. If your neighbor starts showing up at the same weird time over and over, write the times down, because that log is the only reason anyone took me serious. Has anyone gotten a landlord or the city to actually do something in a case like this?
