Saw a tower crane setup in Charleston that caught my eye

Was down in Charleston last month watching a crew stand up a luffing tower crane near the port. The thing that got me was how they used a concrete deadman anchor instead of the usual counterweight blocks for the tie-in test. I always thought you needed the full calibrated stack to do a proper proof load, but they just chained it to that poured block and ran it up. Anyone else ever see that method pass an inspection or did I just witness some old school shortcut that's gonna bite someone later?
