Question about learning loops first vs functions first, my friend says I did it backwards | Coding For Beginners

I got into coding 4 months ago and my buddy said to learn loops before functions. I did it the other way at first and kept writing the same code over and over with small tweaks. After about 3 weeks of that mess I went back and really drilled for loops and while loops for 2 hours a night. My code got way shorter overnight. So which way is actually right for a total beginner, loops first or functions first? My friend swears loops first is the only way but I'm not so sure.
