Bought a $35 'restored' Wagner at a flea market in Toledo and the cooking surface is sandpaper

Guy swore it was stripped and re-seasoned, but the first egg glued itself on and I had to chisel it off. Anyone got a real method for fixing a ruined cooking surface, or am I out the cash?
