Potluck signup sheets, do assigned dishes beat free-for-all?

I ran our block party potluck for 5 years with a free-for-all list and always ended up with 8 pasta salads and zero desserts. Last June someone in Denver posted a signup grid with a max of 2 people per dish category, and it worked great. But half the neighbors complained they felt bossed around. Has anyone else tried assigned categories, or do you stick with chaos?
